tc api..

Hi,
I just finished my first cut of the Linux based cops client and now I
need to have my cops client talk to the kernel to do what tc does..I'd
rather use an API than run scripts..

I know Sarav has an API..Has anybody else built a simple API that a
program can use do what tc does..?? Any help is appreciated..
