ip route problem

I am having problems mapping my cbq flow (flow 1:2) to a route --

$IP route add 192.168.34.254/24 dev $DEV flow 1:2
ip: flow is invalid inet prefix

All the "tc" commands in my script previous to this ip route 
command worked fine.  Please help.
