TCP connections

	Hi there,

	how can I control traffic from out POP3 server (a max rate of 256Kbps,
for example), but allow TCP establishment free(the server
receive SYN and sends SYN+ACK). 

	I'd setup a rate for outgoing POP3 traffic, but that did affect to TCP
establishment :(
