Depends on how you define "ATM traffic". With atmtcp, you can use
the ATM socket API to send things that look like ATM PDUs (typically
AA5) over TCP to another machine running atmtcp. You can also set
things up such that PDUs received on specific VPI/VCIs are sent
over atmtcp, and vice versa.

The ATM qdisc is different. It takes packets from some traffic stream
(no matter what interface or such), and sends it over specific (and
typically dedicated) ATM connections.
