rsvp filter

I am writing some program to use the traffic control in linux platform. I
just use the netlink socket to talk to the kernel.

when I create a cbq class, I need to provide a classid. If I don`t provide
the classid, let the system randomly assign a classid, how can I get the
classid of the new class? because later I need to delete the class using
the classid.

For the rsvp filter, what is the format of the handle?
