Thank you for your help, your suggestion of lowering the maxburst value to a small number fixed the problem. I ended up using a maxburst value of 1. With that value, the traffic shaping policy of 33kbps connections worked correctly for small amounts of data.

MTU 1.5K thats about 6-7 packets in each flow ;->
Try limiting cbq maxburst to a small number. The other thing that might
help is to attach a policer on the classifier; but more than likely
maxburst would suffice.
