It's not, there is special code for ingress (at least in 2.4, I haven't
done much with the backpatch for 2.2 kernels) The problem being that you
can't actually control how fast someone sends you information, you can only
control how fast you forward/process it. When compiling your kernel, take
a look for "ingess" under the QoS section.
