It is generally a good thing, and that's why Linux CBQ is work-conserving.
But sometimes it's not what people expect (and that's why the question "why
doesn't the keyword bounded work in cbr?" is raised: it works, but works
differently of what one would expect).
Sometimes we really need shaping, so non-work-conserving qdiscs like TBF are
also needed.
